Digital data packets on VHF

I am hearing what sounds like digital data packets on 138.100 MHz NFM.
I live 8 miles from Beale AFB so suspect that is where it's coming from.
Any idea what this is being used for?

Sounds like some type of SCADA.

Sounds similar to Burlington VT 139.8750 , which is the Remote Control for the "Crash Barrier/Cable Arrestors"
