Ok, all you digital guys / gals out there, I want to start a discussion about optimal digital modes available currently.

The goal; to develop or identify a statewide digital network for passing emergency traffic from an affected area to FKT EOC.

As some of you may have already seen earlier today via. KYEM is using Winlink as their primary Digital mode, Pactor I and III. They are also planning a mail box online in the future too.

This will give us a standard for KYEM ops, but, we need a standardization for other served agencies as well.

I think that Winlink 2000 (WL2K) running on Pactor II/III and using the Airmail email client would be the preferred HF digital mode for all served agencies. The only problem is the high cost of the SDS proprietary Pactor II/III modems which cost upward of $800. Pactor I, which most multimode communication processors (MCP) offer, is non-proprietary, is affordable and can be used for WL2K, but the baud rate (9600 bps), although usable, is pretty slow for anything but short email messages without attachments.
