Digital radio in Canada

Is anyone aware of anyone other than a public service organization's using digital communications anywhere in Canada?
I'm aware of Police/Fire/Ambulance Prisons that use digital, anyone else.

I know several companies such as taxis and tow truck companies using voice inversion. this is not digital

I have heard some private investigators discuss how they use encrypted handhelds, but I don't know of any non public service digital. Interesting to learn what you dig up on this though.

Here in Victoria, the University of Victoria Security and BC Transit (Supervisors) use APCO25 on the CREST System.

I've seen numerous Natural Gas Suppliers using digital communications on a daily basis.

I heard private investagators using a 3rd party voice encrytion over cell phones, and or radios but not a digtial carrier.

The situation I'm runing into..... A large oil company wish's to use Apco25 digital on two of it's talkgroups, fire and security. IC say NO. Use Telus Mike or Bell 10-4 and will not license digital.
What a bunch of bunk......

ENMAX is an independent corporation, and Nav Canada runs the airport, not the city..

They are neither city service nor public.

In the Regina area, last year I did catch a digital comm on 10 meter once. 28.120 Mhz specifically. I haven't heard another like that since, which has led me to beleive that it wasn't local, and I was catching it on skip. Digital radio is becomming very popular amungst ham radio operators all across Canada. It's been emerging really slowly around here though.

Going by Industry Canada rules for "public safety" and sharing public safety trunked systems found in IC document SRSP502, a power utility would likely be classified as either a Category 2 or Category 3 public safety organization. Category 3 is vaguely worded as "Other government agencies and certain non-government agencies."

Since both ENMAX and the Calgary Airport Authority are sharing a public safety (866-869 MHz) trunked system, they must be categorized as public safety.

Also, the Calgary Airport Authority runs the Calgary Airport, with Nav Canada providing air traffic control services. The Calgary Airport Authority is an independent non-profit corporation. Board members happen to include 3 appointed by the City of Calgary, 11 by the Calgary Chamber of Commerce, 2 from the Government of Canada, and 1 from the MD of Rocky View. So, the city has a hand in running the airport, but a small part. Nav Canada is only responsible for Air Traffic Control services.

The issue isn't the digital modulation itself. That shouldn't be an issue. My guess is this oil company needs to licence additional frequencies on their trunked system to handle the digital talkgroups. Industry Canada will only allow a certain number of frequencies in a trunked system, based on the number of radios and users on the system. My guess is Industry Canada doesn't want to licence more trunked frequencies because the expected traffic loading can't justify the additional frequencies.
