digital scanners in Canada Ontario HELP

I apologize if this is this is posted in the wrong area I am pretty new to the scanning area all I have at the moment is a handheld uniden scanner and I am considering upgrading to a digital trunking scanner as most of the fleet around me in SW ontario is digital and trunked. However I keep reading that you can not legally purchase a digital scanner in canada without a licence to operate one, that being said I can't seem to find any information or a formal application to obtain one. Has anyone on here been able to obtain one without extreme difficulty? Thanks in advance

I buy all my scanners at Radio World in Toronto, you do not need any Licence, I call the 800 number and make an order and pay buy credit card and in a couple of days I have it at my door.
