Digital settings

I had the BCT15 , and then just got the BCD536HP because i wanted to scan both mine and my wife's department but hers is supposedly digital. The presettings for Westfield MA does not pick the department up, and I'm new to the digital thing and I'm not sure what settings to apply when I program it into the scanner myself. I am able to pick up the fire department very clear but they are not digital. Once in a great while I would receive a transmission on my BCT15 from the PD. I appreciate any help.

BCD536HP Digital settings

Looking at RR database it looks like an analog Freq not digital:
859.93750 WPQA499 RM 114.8 PL Westfield PD Police Dispatch FM Law Dispatch

It shows FM I would expect it to say P25 if it was digital but it shows FM so try changing it to see what happens. I don't know what the RM stands for in the type.

Yea I don't know what's going on. My best guess is that the freq hasn't been updated. I'm in range and like I said I hear a transmission from them every once in a great while with that freq. I'm so confused. Thanks for your help
