Dispatch simplex retransmitted on HAM bands

upon obtaining my tech license, would it be ‘allowed’ to utilize a mobile unit with cross band repeater functionality to repeat the simplex transmissions of first responders picked up by the 40’ base antenna, simultaneously retransmitting over the 2 meter or 70 centimeter band for convenience using an ht to listen to both sides of comms? Considering simplex mode being used by dispatch, configure a cross band repeater with 40’ height clear of obstructions to retransmit transmissions from mobile units to a handheld? Hope this makes sense!

I don't think so.
§ 97.113 Prohibited transmissions.
(c) No station shall retransmit programs or signals emanating from any type of radio station other than an amateur station, except propagation and weather forecast information intended for use by the general public and originated from United States Government stations, and communications, including incidental music, originating on United States Government frequencies between a manned spacecraft and its associated Earth stations.

What you want is technically possible, but from the perspective of rules, it is forbidden.

As an alternative consider getting the audio you want into a computer. You could use a real radio or even a cheap (<$30) SDR and then use the PC to stream the audio to another device (using scanner feeding software), such as your cell phone. I've done this an it works great, with the only issue being a slight delay in the feed (a few seconds).

When you are around the home, you can get the stream to your phone on wifi, and on the cell network when out and about.
A simple diagram would be:
radio (SDR or real radio)->PC->streaming software->your device capable of receiving streams

I don’t have my license yet. I’m wanting to install a quad band mobile unit to act as a base with 30’ height using a TRAM 1480. REASON being HAM radio is unheard of here, the closest active repeater is about 35 miles from me. I have an Auilance HD1 HT BUT considering the 35miles, 30’ mast and 50W TXP, can I install base station (mobile) in advance for receiving until I get my tech license? The LAST thing I want is to pass, call sign in the database, legally aloud to transmit but no one to reach!! Thanks
