When there is a Tone Alert for a run for the Leavenworth City EMS, their Tone is Loud & clear, same for the Leavenworth Co Fire Dispatch, BUT when a Tone is made for the Leavenworth City Fire their Tone is MOSTLY Distorted, is that because of a bad system ?

More likely it is a difference in the dispatch consoles, software or connection the city is using to the system. Topeka has the same issue- tones from the 911 center are clear on P-25, but AMR tones dispatched from their center in Kansas City are very distorted over the system.
