DMR decode binary data

I'm not able to decode a DMR binary data. Maybe it's encrypted? I googled for some answers and got some forum threads like this one:

He was able to decode the data with a binary to ascii converter. I tried it and got some useless gibberish. So either the data is encrypted or I have to remove some bits to decode it correctly? Here is the output log from DMR decode program:
