That license comes back to Sterling Communications. They are local Motorola dealer (and quite pleasant to work with!).

SLOCo Database only shows an LTR system but the licenses you've linked indicates a TRBO system as well, which makes sense. Are you sure you heard school bus traffic? They are a carrier for the regional transit authority.

I can confirm that is the case. The license and repeater are Sterling and SLCUSD Transportation rents the airtime. Tassajara Peak.
