I am looking at the RR DB and seeing mode to be DNR. If I am understanding this right, no scanner can monitor this format without use the DSP discriminator tap method, right?

I think you mean DMR, US DSD+ and DMRDECODE software and a scanner with a discriminator tap to listen to and capture the information about the system.
