New systems are popping up in 860-862 MHz now that rebanding is complete and new frequencies are available.

I'm hearing a new DMR Tier III system (Cap Max, I think) on 860.33125 MHz. DSDPlus Fastlane identifies the system as color code 8, network H3, site H3-22 (isolated), with RAS in use. This is the lower half of the 21K7D7W emission (two adjacent DMR carriers on one 25 kHz channel) on 860.3375 MHz, licensed to WRTM248, Zerep Management Corp. That licensee is associated with Valley Vista Services.

The site was very briefly on the air yesterday, and is on the air while I am writing this post. I have not checked the 800 MHz upper spectrum in the last few months, so I don't know exactly how new this system is.

All frequencies on that license, with the +/- 6.25 kHz channel splits, are:
  • 860.3375 MHz:
    • 860.33125 MHz
    • 860.34375 MHz
  • 861.4375 MHz:
    • 861.43125 MHz
    • 861.44375 MHz
  • 851.5125 MHz:
    • 861.50625 MHz
    • 861.51875 MHz
  • 861.6125 MHz:
    • 861.60625 MHz
    • 861.61875 MHz
The applications associated with WRTM248 are 0009666276 received 08/18/2021, 0009666276 received 11/22/2021, and 0009666276 received 06/16/2022. The initial application attachments mention an additional frequency, 861.3625 MHz (splits to 861.35625 MHz and 861.36875 MHz), which is not licensed nor included in the more recent short-spacing interference study.

Nice catch. Seems they are moving from their 900 LTR system to the 800 DMR system. It appears that the license issued to Grand Central Recycling for the 900 LTR system has been transferred to PDV Wireless. Valley Vista and Grand Central both fall under Zerep Management (trash hauler). I'm sure PDV is paying for the move to clear the 900 spectrum for their use.

Motorola Tier III Site H3-22 now on 861.35625, which is the lower half of 861.3625. Color code 8, RAS; same as the first system in the original post. However, this goes to WRTF874. This license has two locations, Oat Mountain and Santiago Peak. I'm hearing Oat, even though this frequency is licensed for Santiago. 861.50625 (on the WRTM248 license) is a voice/data channel as LCN 4722 (SL2); this was about 5 dB weaker than the control channel on my end.

Neighbor H3-21 on LCN 3697 is being reported. I don't see another control channel. I even waited for aircraft scatter paths.

WRTF874 frequencies at Santiago:
  • 861.3625 MHz:
    • 861.35625 MHz
    • 861.36875 MHz
  • 861.4875 MHz:
    • 861.48125 MHz
    • 861.49375 MHz
  • 861.7375 MHz:
    • 861.73125 MHz
    • 861.74375 MHz
  • 861.9875 MHz:
    • 861.98125 MHz
    • 861.99375 MHz
WRTF874 frequencies at Oat:
  • 860.9125 MHz:
    • 860.90625 MHz
    • 860.91875 MHz
  • 861.4125 MHz:
    • 861.40625 MHz
    • 861.41875 MHz
  • 861.6625 MHz:
    • 861.65625 MHz
    • 861.66875 MHz
  • 861.9125 MHz:
    • 861.90625 MHz
      861.91875 MHz
The application for this license formerly contained 860.3375 MHz (860.33125 MHz/860.34375 MHz) at Santiago and 860.3625 MHz (860.35625 MHz/860.36875 MHz) at Oat, but these were removed shortly before the license was issued. As far as attachments go, there's nothing in the attachments for this license that isn't already on WRTM248.
