DNR repeater output tone 146.2 PL

Has anyone else noticed the DNR is only using 146.2 PL on repeater output frequencies.

I have copied some simplex transmissions with other PLs, but I also have noticed only 146.2 as a repeater output tone regardless of what channel they are using.

Wisconsin DNR

Here is what I have for the Wisconsin DNR, under the mobile callsign KA4273, and the narrowband temp repeater callsign WPLQ682. Fixed base and fixed repeater callsigns vary, and mainly include repeaters on 151.14500, 151.20500, 151.31000, 151.35500, and 151.40000.

PL for "Golf" is 67.0
there is no "Hotel"
The splinter frequencies are not in use anywhere and from what I've been told, most of the rigs are not capable and no pairings or channel assignments are even ready for these. Basically reserved For future use, possibly for a statewide system. Nothing is on the boards.

With the amount of new P25 Kenwood mobiles and portables, I find "lack of capable rigs" to be a false statement.

Have the radios been issued out for the DNR?
A little bit off topic but related are these the same radio that state patrol has? I did see a trooper with a kenwood portable and mobile. Are those P25 digital as well?

A lot, if not all, of the portables have been in my turf...they came past the tech for programming and got divvie'd out. The mobiles are being done as new trucks are issued or older in-use trucks are available based on what I've seen.

The portables are not, since their primary purpose is talking to the repeater in the car, and I've not seen any one with a Kenwood mobile.

How long can the State sit on these unused frequencies before the FCC comes in and threatens the State to use them or lose them?

Last year the FCC told Sheboygan County to use their TRS expansion channels or they would be taken away, so sooner or later the state will be receiving a letter in the mail from the FCC.
