I believe that some of the guys over at the ScanRVA yahoogroup still do, with a very occaisional "hit" on them.

when i'm out on my radius, i monitor the VHF for Henrico D-1, Tuckahoe F1, F2, Chesterfield fire, and rescue. All of those are still heavily used. Henrico D-1, Chesterfield Fire, Chesterfield recuse are all simulcasts of the 800's. Tuckahoe F-1 is a crosspatch to Henrico countywide EMS and F2 is an ops channel (still heavily used) for Tuckahoe.

I think DJS is referring to the old UHF/VHF freq's that used to be used, like the survalliance channels and other routine PD channels that might be used for alternative activities now.

Not much to report here in my neck of the woods. The old ACTF "river" freq (154.875R) is heard occasionally to simulcast Chesterfield's schoolbus activities...shame for such a good-coverage repeater.
The other ACTF freqs (155.07, 155.64, etc)have pretty much fallen off, as well...victims of nextHell, no doubt.
Hopewell PD's old VHF rptr (158.775) can still be brought up, but they don't monitor it routinely...or,at least they don't answer when you call them on it. The old Hopewell SO rptr on 154.845 has gone dark and remains unaccessible.
The old unsuccessful "Tri-City Mutual Aid" freq of 453.800R is now mainly used by Petersburg PD SCU, and then only sparingly (nextHell replaces).
The ACTF freqs of Net-1 and Net-2 (155.85 and 155.625 respectively) still get used, but mainly for the detectives to make lunch plans,lol.
Somewhat OT, the DEA can still be heard in the clear on their many UHF-LOW freqs.
Colonial Heights PD can switch on their old UHF dispatch freq (453.95) for a simulcast of their dispatch talkgroup, though this was only heard during the height of Hurricane Isabel, so the criteria for its' activation remains a stiff one.
As for Richmond, their old channels 5 and 6 are used for data these days.

I think Powhatan picked up a couple of the old Henrico frequencies (154.430 comes to mind) to upgrade their radio system. Since they used to be in the VHF-lo area before, anything would have been an upgrade.
