This sounds similar to the data transmissions that the Geauga County Water Resources uses. Their water towers would periodically report water levels to a computer over a radio signal and then receive automated data responses that would cause pumps to fill (or stop filling) the towers accordingly.
We had a problem several years back where this data was being transmitted on a simplex frequency that we used for Fireground in the Geauga County system. The transmissions were then moved to a frequency that didn't interfere with our operations.
The signal you recorded may be that or another similar function.
