Does illinois restrict scanner usage?

I have a buddy from indiana who wants me to find out of Illinois restricts scanner usage. I guess I never thought about it because I have my HAM license so I'm good to go everywhere in the US. Apparently some states require you to be a HAM or possess some sort of authorization to listen to scanners. Is Illinois like this or is everyone free to have one, like most states?

Indiana restricts use of scanners in vehicles. That's probably why your friend from Indiana brought it up.
