Hi guys, I've been a member for a little while, but this is my first post.

Anyways, while listening to Law 1 the past couple of nights and I've heard Reedsport area DCSO units talking to each other on "Direct." The transmission was very scratchy, but then I heard the dispatcher talking to another unit on Law 1 and it was clear. Is "Direct" some sort of car-to-car option where the transmission isn't broadcast over the rest of the system?

Correct.

Direct, sometimes known as talk around or simplex, is the units talking to
each other directly on the repeater output frequency, the repeater
is not re-transmitting their communications areawide.

You will need to be relatively close to hear mobiles well.
