Dover Fire/EMS frequencies

Hello,
I travel to Dover a lot and programmed both the Robins Hose Simulcast (151.445) frequency in my scanner and the county simulcast (151.400) in and hear none if any traffic at all. Is these frequencies correct? If not can you give me the correct one(s)?

154.445 is Dover Fire
151.400 is Kent Dispatch
155.505 is 800 Repeater at Sta. 50

Please explain to me how this system works. What is the Robins TRS for? Is it basically a private channel or do they do dispatching and much talking on it? Also, what is repeated on 155.505 ? I don't know if its just been silent in Kent County or if its my scanner, antenna, or coax, but 151.400 has been silent! Shouldn't be any of the above, other than Kent just being silent.

The Dover 154.445 is a rptr. of the 800 system ( state 800 system ) it repeats all that Dover runs on or if the alarm is in Dover. The 155.505 is a rptr of the 800 system both for fire& ems Another rptr is 154.34 for the north end of the county. All of these are analog.
