OP has mentioned a BCD396XT on numerous threads. You cannot download the entire RRDB to this model scanner. The x36HPs, Home Patrol 1 & 2 and SDSx00s support full database downloads & scanning. My recommendation goes to Proscan for programming favorites to scanner memory. Freescan is a free programming option but there hasn't been an app update for it in years so at this point it's considered abandonware

I don't intend to download the entire database. I'm trying to download the Connecticut Public safety frequencies, but dont know how to do so. It appears Freescan is not available anymore. Appreciate any help

If you are trying to program a 396XT, or similar model, FreeSCAN can do that. You would, of course, need the correct cable to connect the scanner to your PC.

if you are trying to get CLMRN, almost all of it is phase 2. the XT does not do phase 2.
there are a couple of phase 1 on there, but not much.
and the phase 1 stuff might be on a simulcast site and the XT does not do well with that.
