"DPS has requested and received a Waiver from the FCC regarding the usage of 860MHz frequencies for: Lawton (3 site Simulcast), Chickasha, Walters, Ada, Bakers Peak, Marietta, Arbuckle Mountain (Davis) and Tishomingo Oklahoma. The FCC has granted a 180 day extension of those temporary licenses."

So what does that mean??

It means they are operating under a STA instead of a regular license and they got an extension.

they're using a Special Temporary Authority license; it's most likely for development of the new DPS sites, until they file for a real license.
