I decided to look up the call sign in the ULS database. Two frequencies have me confused. The following are what I expected:
154.6950 - DPS C Mobile
155.3700 - TXCALL2D
155.4450 - DPS C Base
155.7525 - VCALL10
The following two are throwing me off: 159.0900 & 154.6725. These two are both stated to be out at the location 8mi NE of carlsbad. In the database 159.0900 is paired with 154.9350 for the "DPS CLE RPT B" (Criminal Law Enforcement Surveillance / Tactical) and 154.6725 is paired with 159.2127 for all of the even numbered repeaters. Would it be possible that these are a repeater pair with 159.0900 being the RX Freq for DPS CLE RPT B and 154.6725 being the TX Freq for the even repeaters?

Probably not. I haven't seen anything but the repeater pairs in the database used.

If you look carefully at the license you will see that 154.6725 is station class FX1. That's a control station, a base using a yagi antenna pointed at a repeater. It's used to talk to some repeater on 159.2175. Not necessarily with other stations on the same license. With DPS stations that is usually a repeater some distance away that is licensed with a different callsign.

The 159.09 repeater is probably still paired with 154.935. Many of the 159.09/154.935 and 155.505/154.92 repeaters don't have a control station at all and you will never hear a dispatcher on them.

Many DPS licenses only list repeater output frequencies with no associated control station or input frequency. The inputs are licensed under the statewide mobile license KA2686 and the control stations on various other licenses.

Ah okay, makes sense. So what exactly are these 159.09/154.935 repeaters used for? If they are for "surveillance/Tactical" use, are the encrypted?

On both 159.09/154.935 and 155.505/154.92 (both with NAC 162) Since the conversion to P25 I have only heard mainly surveillance type stuff in the DFW, Mineral Wells and Wichita Falls areas. They are not used very often but occasional high activity levels for a few days or so. Sometimes encrypted. Sometimes simplex on the outputs. I don't know about the rest of the sate or what their official use is supposed to be.
