Why can't I hear both sides of the conversation. Only hear dispatch and it comes across on two of the apco channels at the same time

Some DPS base stations are repeaters and some aren't.
What do you mean by "apco channel"?
If you mean picking up adjacent channels like hearing 155.46 on 155.4525 and 155.4675 it's because the channels are 7.5 kHz apart and scanners have poor selectivity because they are made with cheap IF filters that can't separate signals that close together.

All the DPS's PLMR licenses are here:
or at least all the ones that will appear in the RR FCC data, which isn't perfect for some reason.

There are a few DPS buildings with antennas or a tower that have either no license or the license was cancelled. (Childress, Hurst, McAllen, Harlingen)
A few repeaters are using frequencies that are not licensed at that particular location (Decatur, Paris, Texas City, New Braunfels) or maybe bad data was submitted to RR.
There are several cases where the tower is not at the location specified on the license.
TXDOT, TPWD and TFS are the same way.
TPWD even has a repeater licensed in the middle of a lake in Mexico.

No I'm referring to the fact that I can hear dispatch but I can't hear the car talking to dispatch

And Texas Parks and wildlife does not use their radios I don't know anybody programs those frequencies they do not use them

Some of the dispatch centers are utilizing a repeater....some are not! There is not a lot of rhyme or reason why that I can determine. So if not thru the repeater, you will only here the dispatch center...the mobiles are just not strong enough for your to receive. Unless they are close to your location. Or you have a very high receive antenna, with low loss feedline and all those other reasons.

TPWD uses their radios every day. Most use the local park channels, a variety of TPWD owned repeaters, DPS channel, County repeaters or the local trunking system. TPWD also has access to DPS channels and uses them from time to time.

TFS primarily uses their travel channel (compact) and other interop channels. TFS in the east Texas area utilizes some of their local repeaters. They have an MOU with DPS but don't use their repeaters unless absolutely needed

DPS does the same thing. They will use local repeaters or trunking systems. They will also rely on MDTs. If you are wanting to Rx the units then you need to be close to the repeater they are using or have a good antenna setup. There are 60+ DPS repeaters throughout the state and they utilize the same 30(-+) pairs

IF you're in Abilene they are probably using the P25 system. DPS recently redid their call signs as well and include a numeric

Exactly as he said. If you are looking for game wardens on 159.270 these days, you are probably wasting your time. I haven't heard anything besides automated call signs in years. I do hear them on the local trunk systems specific to our area, area DPS repeaters, nearby conventional counties' dispatch channels, and the state parks where they are assigned.
