I have a Radio Shack Pro 2096 and it's been over 10 years since it was
programmed. I'm using windows 10 with a 32 bit operating system and
x64-based processor. I need help getting the driver to use with
programming my scanner. Can you advise? I purchased some time ago
the programming cable and it came with a driver but it will not work with
windows 10.

I'm using a Radio Shack 20-546 cable with the original driver and never had a problem with Windows 10. You need to use the mono adapter with the Pro-96 and Pro-2096. I use ARC96 software.

I have three of the 20-456 cables. Windows 10 loads the driver automatically if you have an internet connection. I believe it is a FTDI chip. I use Win500.
Why do I have so many? The interface is so versatile. I use it to program my VX-8 and for Cat control on my IC-736. I also use it with an adapter to program wildland BK DPH radios. It can be adapted to just about anything that needed an RS232 interface.
