Even on the weekends?

Does it sound like they are being transported to and from the courthouse? Jails have stuff going on 24/7, to only hear it during the day, and not in the evening or at night, would mean it's likely not the jail channel.

If jail staff is using that TG to talk to a transport officer that is bringing inmates to and from the jail, then that's not really a jail channel. If that TG is still used by other police or fire depts on occasion then that TG is still a multi-use channel.

For example, I know of a county that has 4 "Ops" channels, most commonly used by the FDs...multiple times every day, but if the Sheriff's Dept has a parade or escort detail they will use one of those Ops channels so they can keep all of that radio traffic off of their main law enforcement channels. Those channels are still labeled "Ops" channel, not FD channels.

Another example, the Muncie FD runs their EMS service for the city of Muncie, and although all of their EMS radio traffic is handled on one TG, that TG name is still "Muncie (FD) Fireground 3", is not named as an EMS channel.
