I see some sites link Slots 1 and 2. If they are linked, does that mean if you access a talkgroup on the wrong slot it comes through anyway? (For one site I use, 3106 is always in TS1. But if I access TS 2 on a linked system, does that mean it works?)

I apologize for my goofy explanation.

I've seen some systems have certain talk groups available on both time slots. Is that what you are referring to? If that's the case, when you access a TG on slot 1 it on slot 1 only and same for slot 2. It usually won't go over both time slots at the same time. That would defeat the whole purpose of having separate times slots. Hope that helps you.

No - I've seen notations that TS:1 and TS:2 are linked. So, does that mean I can access 93 from either time slot?

In most cases, the significance of time slots is limited to repeaters. Depending on how any given DMR repeater has been set up, certain talkgroups are on TS1 and other talkgroups are on TS2. When using a hotspot, however, a hotspot accesses the talk groups directly - via the internet - and time slots become irrelevant.

To your comment... I suppose that the time slots of a particular repeater could be linked together, if that's how the owner set it up. In my experience, however, that would not be typical.
