Nobody knows but them. That's the point of it being coded. There is absolutely no way to decode it.

It can mean one of two things; it's just a test or we are really SCREWED!!!!

When I was in the USAF, coded transmissions correlated to a form issued that day, or even a number of forms, and depending on the letter or number that would correspond to a task or sentence or even a word on that form for a completed message. It's kinda like a one time use cypher key. Usually you would get those letters or numbers after authentication, most of my orders related to air strikes for close air support.
