Early Voting Ops On RCS

Been hearing various units working "ROV Dispatch" (RID 38030) doing pick-ups and drop-offs on San Diego County Incident Command 1 (TG 609) on the RCS today. According to the Union-Tribune, early voting started at a number of locations today (Early voting in San Diego County opens at 39 locations, with more coming next week

Yup.

"ROV Dispatch" is easy enough to figure out, but what the "DART" units are is beyond me... Same with "BBV" or "RBV" or whatever they're calling those units
