This is being done in several states. Arkansas will be participating through Thursday.
Here are the details:
The SONS'07 (Spills of National Significance) Exercise will occur on
Tuesday, Wednesday & Thursday of this week.
This is an exercise involving 11 states and 20 federal agencies.
Part of the scenario in Arkansas includes failure of the AWIN system.
(I don't see them shutting down the system...it will most likely be a
simulated failure.)
In conjunction with the exercise, the Civil Air Patrol in Kansas will
launch a high-altitude balloon at 0830 CDT Tuesday morning from the
Kansas City area. It is expected to reach an altitude of 104,000',
which will give it a radio horizon of about 360 miles. The payload
will include a 2m simplex repeater that will transmit 2w out on
147.555 MHz. At altitude, coverage will include all of Arkansas.
For SONS, ADEM will be an area command and ARES will have folks
inside. ADEM chose not to play in the spill aspect of the exercise,
just the earthquake portion. I understand that ADEQ is gonna play the
spill portion, though. Some of ARES comms will likely be on/through
local repeaters in the New Madrid Seismic Zone region, with some
linked into the 146.94 in LR. Most will be on 3.9875 MHz & 3.937 MHz
LSB. ARES has been told that their portion should last an hour Tuesday
morning, but don't be surprised if it stretches into 4 hours.
