Sorry to hear your troubles. I use windows media encoder and may be of some help.
First, you need to get a mono speaker ext cord from radio shack with 1/8 stereo plugs on both ends (cost under $5). Make sure your scanner is OFF. Plug one into the ext speaker plug in the back of the scanner an the other into the "line in" on the sound card of your computer. Now you may turn on your scanner.
Click on windows media encoder. In the Wizzards section- click on "Broadcast a live event"
The first window will ask you what device you wish to use and to configure it. Your default sound card will automatically display. Click on the configure button. Now select the "line in" from the pull down menu. Click ok. Click next. Select "Pull from the encoder" and then click Next. You will now be asked to pick a free port. One should be displayed and it would be fine to use that one. Write down the URL for internet connection as it is displayed. Example:
http://111.111.111.1:1001 (1001 being the free port you choose)
This is how you or any other listener will connect via windows media player.
Click next. You will now be given encoding options. Where it says Audio- click on the pull
down menu and select Voice quality audio (CBR). Put or make sure a check mark is in the
19kbs box. Click next. DO NOT choose to save a copy of the broadcast. It will take up a lot of hard drive space. Click Next. You can now choose some text display info. I have found that only the stuff you write in "Title" and "Author" show up on the widnows media player when people sign in. So- what ever you write there- others will see. Click next when you are done.
Review all in this window and then click Finish. Click ok to the little user warning (after reading it of course) and then click "Start Encoding" at the top.
You should be good to go at this point-----unless you are behind a router. If you are behind a router you will need to portforward the router to your computer. If this is the case- go to
http://www.portforward.com/
and click on forwarding- this will give you all the help you need to accomplish a successful
portforwarding.
Once you have all the above steps completed- Click on file and then save as. Then save that entire encoding set up so that next time- all you have to do is click file, open and you can click on the saved set up.
