Eastern ontario fleetnet "new system"?

Newbie alert...
In the Zone 2 Fleetnet section of the database there a message saying that as of April 1 2004 OPP are transitioning to the "new" system. Anyone know what "new" system this refers to? New as in not Fleetnet, is this a reference to going to EDACS Provoice maybe? (no more entertainment from my 296 I guess...)

I believe they mean the fleetnet system
