Eastern Shore Consortium TG 1008

I've been picking up periodic analog traffic on UMESC TGID=1008. After playing back 50 or so short recordings from last night it sounds like detention center operations, but they don't identify themselves so I've no idea which one.

Anybody have more info so I can make a Database submission?
