If someone was to somehow aquire a pro voice radio couldn't they then bring it to a scanner company to have it disected so that they could find the technology?

With some technical knowledge you can listen to clear Pro Voice. It's up to you to figure out how. As far as a scanner, forget it. Unless you have a genie and a wish left you can forget about a Pro Voice scanner ever being released. On another note I would pay $1000+ for an Open Sky scanner.
