I think a great example of interoperability that works is Stillwater PD. I have heard my favorite dispatcher (who also won dispatcher of the year...) on OSU PD and also Payne County SO. Both agencies are on VHF while Stillwater PD is on UHF. So it's obvious they have a VHF base radio and routinely use it.
