Why Is The Encryption Running Into The Fire And Ems Talkgroups there unencrypted why is this happening?

Which TG's are you hearing the ENC on? Is it one side or both sided? I can tell you from my experience that the dispatch side of it, for some reason (probably the settings) has their side encrypted on all TG's that are digital, except the Fire Main and EMS Main. When units in the field contact HQ on an alternate TG (FG 1, EMS Inquiry, etc.), they can not understand what is being said by them, since they also receive the same as what a scanner receives (this is due to the fact that the Fire & EMS radios are not ENC capable at the current time). When I owned a RS Pro-96, I would notice that with the newer DSP updates, a signal that was in the clear would sometimes not decode properly and give me a sense that it was encrypted. After a side by side check with both radios, I can confirm that the BC296D decoded a signal that was in open mode and the RS Pro-96 had it in an ENC mode! Even after reverting back to factory settings, I had the same problem so, I sold it and kept the BC296D.

I just heard EMS and Fire Main dispatch a call; both sides were in open mode.

I noticed the same thing on my Pro-92. I listen to 460.525 and sometimes it sounds encrypted other other times open. I can never figure it out.
