A radioshack pro-95 would be your best bet or the pro-94 since your only willing to spend $250.

Unfortunately you will NOT be able to hear LAPD on a non digital scanner,.. they run full time APCO 25 Digital comms. You will be able to listen to LACSO. So if your willing to only hear LAPD online with scannerbuff's teamspeak server, then you are ok with a non digital scanner. You will also be able to hear LAX, CHP, and if you get a trunker CalTrans, and some other comms. On the Radio Shack side go with a PRO-94/PRO-2052, PRO-95, or get a PRO-92/PRO-2067 on eBay.

The best three out right now are the Radio Shack PRO-96 portable, the Uniden Bearcat BC296-D portable, and the Uniden Bearcat BC796-D mobile/base. Radio Shack is supposed to be releasing the base/mobile PRO-2096 within the next few months now that thier new portables are on the market.

The entire LAPD lineup is broadcast vias a BC785D with card on scannerbuff's Teamspeak server, as is LASD, CHP,.. and a lot of other stuff. Thats right the full LAPD lineup.

You might want to consider the BC250D with the optional card included. It will work just fine for LAPD. A quick perusal of Ebay found one with card included for around $330 shipped:

I know everyone loves the teamspeak thing but it's kinda hard to carry that around with you or listen in your car.

Ive got the solution to your problem:

http://www.premiere-electronics.net/hand_held.shtml

Uniden BC 250D WITH the digital card for $350. Its all you will need. I got my 250D from them a couple weeks ago, extremely satisfied. I have also dealt with premiere-electronics several times now in between my scanner and CB radio habit, and i can personally vouch that the people at premiere electronics are top notch people to do business with. They have the most reasonable prices around, they ship ASAP, and your stuff is packaged so as to make it virtually indestructible (Guaranteeing that it arrives flawless). This is the best deal you will find on a new digital scanner right now. Buy it, you will not be dissapointed. For the record, im 17.

If you do decide to go with the PRO-96, it's a great scanner... I've had mine for a while now, and I havn't had any problems with it at all.

Yes, the scanner and digital card both come in the same box. All you have to do is slide the card into its slot behind the battery. I think its the same thing as the 296D, which says it already has digital built in from the factory. Someone correct me if im wrong, but it just has the card put in the slot from the factory.

BC 250- No card included, have to get it seperate and put it in yourself (from the factory).

BC 296- It has a card but the factory instals it for you, so the card is included with the radio.

Pro-96- No card involved.

If your mainly wanting to listen to LAPD and digital/non-digital trunked comms you might be best served by the PRO-96. The '96 also has a self adjusting audio where as the 296/250d you have to do it manually. However if you want a scanner for all purporses the 250/296d is a good choice. The 250/296d isn't bad for digital but the sound is somewhat better on the '96. And since you live in the Socal area you might be intrested in the Milair band. The 250/296d picks it up and you have to do all kinds of voodoo to the '96 to make it pick it up which i don't think is worth it. So unless you live in a non-digital city you might as well break down and spend some bucks if you can't find a second hand one cheaper.
