Thoughts on what the effects are of a discone antenna, that I recently lost a second cone element. I noticed some reception loss, but how critical is this otherwise?

Just for receiving it probably won't make any difference.
There is a commercial discone made by Hustler/New-Tronics that has only 3 disc and 3 cone elements.
