Grounding it WHERE? Discones are generally designed to be pipe mounted. Grounding the pipe it's mounted on is required for safety, but really would have no or minimal impact on performance. Also, you should ground the feedline in several places, again for safety. Actual performance isn't likely to be affected either way.
