It appears to be the San Bernardino Forest Net. They are using a lot of the NIFC frequencies.
NIFC frequencies are available for all agencies, depending on the circumstances and for incidents other than fire. Cal Fire was using NIFC frequencies in the Santa Cruz Mtns. (CZU Complex) and they were not in Unified Command with any federal agencies. State frequencies have to be committed and the portable repeaters in the NIFC cache are particularly useful. NIFC is where the buck stops for all things related to wildland fire and some all risk incidents involving fire agencies. They also coordinate requests to and from foreign countries. I visited the dispatch room at NIFC in the mid 1980's, while taking a training course. Someone apologized for not giving us the tour, but they were responding to requests by the government of Costa Rica that day in February.
