According to the "ICI Post Your Findings Here" thread, they are now on the ICI P25 trunked system with full-time encryption. I scanned the conventional freqs for a very short amount of time and didn't hear anything as of a day or two ago. Someone else should verify this since I am going off of what I read on this forum.

El Monte and Bell Gardens made switch to ICI last couple of weeks.
