El Paso county TG's info needed

Hello.
Can anyone with more info on the area give me an idea of who and what might use these TG's? Especially the "Ruby" command channels.
I seem to hear anything from traffic ops to Fire related training to other "ops" I would be more interested in "who" uses these:

PCO C2 Command	Blue Command - C2	Interop
4941	134d	D	EPCO C3 Ops	Blue Operations - C3	Interop
4942	134e	D	EPCO C4 Command	Ruby Command - C4	Interop
4943	134f	D	EPCO C5 Ops	Ruby Operations - C5	Interop
4945	1351	D	EPCO C6 Command	Grey Command - C6	Interop
4946	1352	D	EPCO C7 Ops	Grey Operations - C7	Interop
4944	1350	D	EPCO C8 Brown	Brown - C8	Interop
4947	1353	D	EPCO C9 Orange	Orange - C9

These are the C Zones used on most incidences involving El Paso Co agencies. Pay no attention to the Tags. Dispatchers and units just call the C zones assigned by the dispatcher. C 2, 3, etc.

Note: C 8 is primarily used for calls with Colorado Springs FD and AMR ambulances at the Colorado Springs Airport. C 9 used for Mutual Aid Coordinator during major incidents in the Colorado Springs and El Paso County
