Is this system in use for El Paso City PD FD and stuff?

I programmed it into my 396, as a 800mhz MOTO Splinter.
And in 20 mins I've only picked up like 1 TG.
In search mode.
Also tried it as MOTO 800 Standard, didn't pick up anything there either.
Seems like it should be a lot busier than that.

857.05 is NOT part of this system like it says in the DB.
It is showing as an active 3600CC for SID 3F02H.
I sent that in to DB.
I had that in there, after I removed it, it seems to be working fine now as 800 MOT Splinter.
