The real question is:
Are they going to go for a new system on their own?
Be lead down the path by their vendor?
or
Hire a competent consultant?

Elgin has experimented with StarCom21 a couple times, I wouldn't be surprised if they did something that meshed with this...

There wasn't much info on what type of system they have now. Are they planning on putting in a digital 6.25kc compliant? The only mandates out there now are to to 12.5kc,(2013) I would suspect that there present system won't do that, since it was built in 1995, but making a jump to the 6.25 system is expensive and may not get them the best system for their money. A lot can happen in radio world in the next 10 years, when the anticipated digital 6.25kc mandate is . I know Motorola would love to get paid for an expensive digital when analog 12.5 system would suffice until the next upgrade required in 2020. Maybe!

I would think Elgin was granted with radio funds from the Obama relief fund.
