I don't think anything has been done yet to re-band Elgin. All I have seen to date is FCC grants for temporary authorizations to continue using their current frequencies.
Not sure what you mean by simulcast.
As a side note, Elgin anticipates replacing their current system. They currently have some funds set aside to purchase a new radio system or possibly leasing (Starcom?) some time this year. No details on what or when at this time.
