Being Elizabeth is in Union County I'd say this one...
Probable the one that's called Union County Simulcast.

Unlike the 800 MHz NJSP system, this is not a fully simulcast system. While a limited number of talkgroups may be carried across multiple sites routinely, that is the exception, not the rule. Most talkgroups will only be carried on the sites local to their users, which may come and go seemingly randomly at times.

I live in Newark but I program Elizabeth FD with both the Union and West Orange sites and I get them fine. The same applies to Elizabeth PD just FYI. I program both sites for anything in UC that I still continue to monitor and have had no issues.
