EMD/EOC: is usually administered on a local level, but if a disaster occurs that outstrips the response capability at the local level, then a request for disaster assistance is sent to the state level. They in turn, assess the situation and provide whatever resources are needed. However, in large scale disasters like Hurricane Charley, the federal govt., becomes involved and can bring in resources from around the nation.
I find that it's a great idea to keep a bank or two open in your scanner to quickly load any EMD/EOC freqs. or talkgroups into your scanner if you already don't have them programmed in already. This should also include the Red Cross, Ham Radio, and HF nets if you have an HF receiver.

OES = Office of Emergency Services
OEG = Office of Emergency Govt. (Wisconsin)
OEM = Office of Emergency Management
OEMM = Office of Emergency Measures
DCPA = Defense Civil Preparedness Agency
ODP = Office of Disaster Preparedness
ESDA = Emergency Services & Disaster Administration
This varied from state-to-state, and changed a lot over the years, especially with the added responsibilities from 9-11.
