Is this frequency paired for a repeater? I was hearing Morgan Hill ECC diverting planes to another fire on that frequency with a pl110 but wasn't hearing the planes call back.

No, it is simplex. The ECC's have base stations located on remote mountain tops (IIRC, Morgan Hill's station is on Loma Prieta).
