Emergency Alert feature on 396

Has anyone had success with the emergency alert feature on the 396. I have it set to go off. Ive heard a few signal 13's in Baltimore City but nothing has gone off. Could I be doing something wrong?

I was in Nashville over the weekend and had my emergency alert set. It alerted me one time but they were using encryption and I showed ENC on my screen.
