These are what's called knee jerk reactions, not actions actually thought through. This is the result of "scare 'em and they'll cough up all the money we need/want" so just tell them there's a TERRORIST hiding behind every Bush and they'll all come crying to mommy. Now reality sets in and they're having second thoughts, but they're in up to their necks... GOTCHA SUCKER!

"The $2 billion project was approved, contingent upon the system passing a series of communications requirements in Erie and Chautauqua counties. In August, a round of tests found 19 different flaws and the state indicated it would not expand the system if it didn't pass one last round of reviews last fall."

The Attorney involved in the original negotiations to put this system in place is a Ham, thats probably why there is time passing and independent tests going on.

Heh, a ham would have sense enough to call in an independent testing outfit not allowing the company engineers paid to say everything's all hunky dory to have full reign in a classic FAIL.
