R30 EMR on Display

I occasionally see EMR on the display when scanning the P25 voice channels on Ohio MARCS. Anyone know what this means? It's not on the display diagram in the manual, and only saw a passing reference to DSTAR EMR AF.

For DSTAR, yes -> ID-1 1200MHz Digital Transceiver - Features - Icom America
EMR mode operation
When you require the attention of all stations in the area, the Enhanced Monitor Request (EMR) mode operation allows the caller to bypass the CSQL and DSQL setting of the receivers station. During EMR mode operation, all receiving stations will hear your audio, even though they may be muted.

But what does that mean in terms of P25? It would imply that you can apply CSQL and DSQL to the voice channel, if this even applies, but that doesn't make sense.
