What type of radio are you using to listen? If you are using a digital scanner, that's sort of the nature of the beast... the digital audio punches thru much better than analog. Lots of variables could be in play though.. what type of scanner & antenna you have, geographic location, which frequencies you are trying to monitor etc etc.

I actually find the Fleetnet to be the strongest system I have. Almost always comes in really clearly. What I do find (and what randyf might be referring to) is that the EMS in particular are much quiter than some of the other systems I scan.

Could be Opp is digital and Moh is'nt. I think digital would have better audio. Could also be Opp have their audio set to higher level then moh. Its a pain in the neck sometimes when your turn up the volume to hear moh and then the Opp blast your speaker out.

I don't know the BC396 at all, but how does it select narrowband (2.5kHz v.
5kHz deviation) for the analog parts of Fleetnet, which MOH uses? A
problem with some earlier Uniden's like the 246 is that it didn't allow
narrow FM and trunking; you were stuck with regular FM, which would
give low audio. There were also issues with AGC on earlier Unidens, I
think (hope?) has been sorted out.
