What are the chances of a Tulsa feed ?

I'd concur with the zero. Since this is undoubtedly a stream of the patch from EMSA's P25 channel on OKWIN to OKC's PRV EDACS system, and since there isn't any reason to patch EMSA's Eastern Division to OKC, I can't imagine it happening.

But then, the person that decided to patch an encrypted channel on one system to an ITC channel on another system couldn't imagine it happening either, so ... :)

This is because OKC FD and EMSA are on two different systems and OKC uses Harris radios and EMSA uses Motorola. The EMSA dispatch channel is patched onto the Harris system so they can talk to EMSA units responding. It would make more sense to use the same radio system/radios but oh well.
